The Centre for Policy Dialogue (CPD) criticized the government for promoting injustice and moral hazard by allowing black money holders to legalize undeclared assets with a 15 percent tax and no questions asked. The government’s proposal permits the disclosure of undisclosed income or assets, including cash and bank deposits, with a 15 percent tax. Investment in immovable properties like flats and land would also be accepted at fixed rates. Regular taxpayers, however, face up to a 30% tax, leading to widespread criticism. CPD also condemned the decision to keep the tax-free income threshold at Tk 3.5 lakh for the next fiscal year, arguing that it should be raised to help low-income individuals cope with high inflation.
