Citycell, Bangladesh’s first mobile operator, which ceased operations in 2016, has requested the reinstatement of its licence from the telecom regulator, citing “unjustified perceptions” linking it to a disfavored political party. The company claims it faced arbitrary decisions by the Bangladesh Telecommunication Regulatory Commission (BTRC), leading to its closure. Citycell’s operations were shut down after failing to pay Tk 477.69 crore in dues, although it paid Tk 244 crore, two-thirds of the amount it calculated. Despite a court ruling allowing the company to retain its spectrum, it failed to resume services, with its customer base plummeting from 30 lakh to 5.59 lakh by 2016. The company alleges that had it not been shut down, it could have earned Tk 2,000 crore over the past eight years. In 2022, its frequency allotment was cancelled, and in 2023, its licence was revoked due to non-payment of Tk 218 crore in dues. Citycell now seeks reinstatement of its licences, waiver of penalties, and spectrum allocations for 2G to 5G valid until 2033.
