Govt Opts for G2G Agreement to Activate SPM System

The government has chosen China Petroleum Pipeline Engineering Company for the operation and maintenance of Bangladesh’s first Single Point Mooring (SPM) system in Maheshkhali under a government-to-government (G2G) agreement, bypassing the open tender process. The system, idle since March 2024, is crucial for transferring imported petroleum. The Energy Division justified the G2G route to avoid delays and ensure continuous fuel supply, although critics express concerns about transparency and potential cost inflation in such agreements.
