Bangladesh and Russia have agreed on a repayment mechanism for the Rooppur Nuclear Power Plant loan. A foreign currency account will be opened at Sonali Bank’s Local Branch in Dhaka for the Russian government to manage repayments. Russia has disbursed $7.3 billion of the $11.38 billion loan so far, with repayments starting in 2027. However, $800 million in dues for interest and penalties remains unresolved, as payments were disrupted by US sanctions during the Russia-Ukraine war. Bangladesh deposited the dues in an escrow account, but Russia seeks direct control of funds. Both nations are negotiating to extend loan disbursement and repayment deadlines.
