The Sheikh Hasina-led government misused Tk 53,000 crore from special energy funds during its 15-year rule, violating policies and guidelines. Of the Tk 47,700 crore available until June 2023, 97% was spent, with three-fourths used improperly. The Gas Development Fund (GDF), created in 2009, had Tk 20,000 crore, but Tk 6,000 crore was diverted for LNG imports, raising gas costs fivefold. The Power Sector Development Fund (PSDF), with Tk 15,700 crore, allocated Tk 5,060 crore to power projects, while Tk 10,257 crore was taken as loans. The Energy Security Fund (ESF), formed in 2015, accumulated Tk 15,200 crore, with Tk 15,000 crore spent on LNG imports. LNG imports led to gas price hikes—35% for households, 79% for restaurants, and 179% for industries. Experts criticize the government’s failure to invest in domestic gas exploration, attributing it to foreign fossil fuel interests, policy mismanagement, and financial misallocation.
