The National Board of Revenue (NBR) has launched the Customs Strategic Plan (CSP) 2024-2028, focusing on revenue management, trade facilitation, border security, and organisational development. The plan aims for full implementation of the Bangladesh Single Window (BSW) by 2027, integrating customs with port, transport, and tax authorities. By 2026, NBR targets full automation of bonded warehouse management, while AI-driven risk assessment and customs fraud detection are set for 2027. A risk-based post-clearance audit system will be introduced by mid-2026 to prevent revenue leakages. Electronic cargo tracking, NII technology, and an Advanced Passenger Monitoring System will enhance security and efficiency. The CSP also modernises tariff structures and integrates VAT, income tax, and customs systems by late 2024. With quarterly progress reviews and a mid-term evaluation in 2026, the plan aims to reduce customs clearance times, lower compliance costs, and establish a world-class trade facilitation framework by 2028.
