Foreign assistance utilization in Bangladesh’s Annual Development Programme (ADP) by ministries and divisions has decreased slightly in the first two months of fiscal year 2023-24, with approximately Tk 3,367 crore spent, marking a 5.87% decrease compared to the previous year. The Local Government Division (LGD) was the highest spender among the 15 ministries and divisions receiving the largest allocations, disbursing Tk 2,504 crore.
Economists noted that delays in project implementation and land acquisition contributed to the decline, emphasizing the need for improved project management when utilizing foreign funds. Additionally, some projects funded by foreign assistance, like the Padma Bridge, have already been completed. The government’s spending from its own funds increased to Tk 6,854, compared to Tk 5,658 in the same period last fiscal year, while overall ADP implementation slightly decreased from 3.85 percent to 3.84 percent. Six ministries and divisions did not spend any funds in the first two months of the fiscal year.
