Despite finalizing the Bangladesh Offshore Model Production Sharing Contract (PSC) in June, there has been no visible progress in inviting international tenders for offshore oil and gas exploration. The delay raises concerns about the potential postponement of a deal with ExxonMobil, which has offered to invest up to $30 billion for deep-sea exploration in the Bay of Bengal. Experts attribute the delay to the time-consuming PSC revision process, which began in 2020 and resulted in a new PSC model in 2023. This new model offers foreign companies more favorable terms, including a gas price based on the average Brent crude oil price and opportunities to increase their share if gas is not found or commercially extractable. Despite the potential of offshore exploration, attracting foreign companies remains a challenge.
