Bangladesh is facing a significant issue with “double counting” in its export data, leading to inflated export figures. This problem occurs when goods and accessories purchased from local Export Processing Zones (EPZs) by exporters are counted twice, both as the exporter’s export and the EPZ company’s export.
This double counting has caused a considerable gap between export figures reported by the Export Promotion Bureau (EPB) and the Bangladesh Bank. The EPB reported exports of $55.56 billion in fiscal year 2022-23, while the Bangladesh Bank identified at least $10 billion in unrealized proceeds due to double counting. The double-counting issue has been ongoing for years, and stakeholders call for a more accurate calculation method, excluding double-counted amounts from one of the involved companies.
The customs department of the National Board of Revenue (NBR) plans to address the issue by showing double-counted exports under a separate code. An investigation committee has also been formed to address the gap between the EPB and Bangladesh Bank’s export data.
