In the upcoming fiscal year 2024-25, the government plans to maintain a cost containment policy, discouraging the initiation of new development projects within the Annual Development Program (ADP). Instead, the focus remains on approved projects and those included in the revised ADP Management System (AMS). The Planning Commission sources indicate that despite proposals from various ministries and departments, the size of the new ADP is only increasing by 0.76%, significantly lower than previous years. Compared to the original ADP for the current financial year, which stood at Tk 2 lakh 63 thousand crores, the new ADP amounts to Tk 2 lakh 65 thousand crores. However, this increase is minimal, with only Tk 2 thousand crores more than the current year’s original ADP. The draft ADP, finalized in a Planning Commission meeting, highlights a significant rise in foreign loans and grants, comprising 38% of the total allocation. This includes project loans and grants totaling Tk 1 lakh crore, indicating a notable increase compared to the revised ADP of the current year.
