A draft report by the White Paper committee reveals that 23.33% to 40% of the Annual Development Programme (ADP) funds in Bangladesh have been embezzled over the past 15 years. The government spent around $60 billion on ADP, with $14 billion to $25 billion lost to corruption, including political extortion, bribery, and inflated budgets. The 12-member committee, led by Dr. Debapriya Bhattacharya of the Centre for Policy Dialogue (CPD), will present the report to Chief Adviser Dr. Muhammad Yunus. The report identifies 27 types of financial corruption, with the banking and energy sectors being the most affected. Land prices in project areas are often artificially inflated, and contractors pay bribes for support. A significant portion of the embezzled funds has been transferred abroad. The report, comprising 22 chapters, covers various economic aspects, including GDP growth, inflation, and the banking sector.
