Around 80% of Bangladesh’s 40,000 jewellery shops remain outside the VAT net, with only 8,000 registered, contributing just Tk 100 crore in VAT last fiscal year, according to the NBR. The government aims to curb tax evasion by installing Electronic Fiscal Devices (EFDs), but only 1,000 have been implemented so far. The Bangladesh Jewellers’ Association (Bajus) has 23,000 members and is pushing for full compliance, as VAT-paying businesses struggle against non-compliant competitors offering lower prices. Bangladesh’s annual gold demand is 20-40 tonnes, with 80% met through smuggling, estimated at Tk 73,000 crore per year. Jewellery stores currently pay 5% VAT on sales, and full compliance could significantly boost government revenue. The NBR plans to first install EFDs in Dhaka and Chattogram and gradually expand nationwide. Experts criticize weak enforcement and urge structural reforms and digital solutions to enhance VAT collection from the jewellery sector and beyond.
