The power purchase agreement (PPA) between Adani Power and the Bangladesh Power Development Board (BPDB), signed on November 5, 2017, has faced intense scrutiny due to its secrecy and alleged unfavorable terms. The 1,600 MW Godda power plant in Jharkhand began exporting electricity to Bangladesh in April 2023, but its PPA details remained hidden until December 2022, when a leaked document exposed inflated coal prices. Negotiations with Adani Power over pending dues and coal pricing have involved multiple high-level visits by Adani officials, including the chairman’s brief trip to Dhaka in July 2023. By June 2024, BPDB owed Adani Power BDT 63.90 billion, with ongoing monthly payments of over $100 million to clear debts.
Following global bribery allegations against the Adani Group, calls have intensified in Bangladesh to review and potentially cancel the agreement. A committee formed on November 24 has recommended engaging legal experts to investigate major power agreements signed between 2009 and 2024.
