The health sector in Bangladesh has seen nominal growth despite low government expenditure. In the fiscal year 2009-10, the government spent Tk 5,104 crore, which was 6% of the budget. However, in 2021-22, the outlay was Tk 25,028 crore, only 4.8 % of the budget. Out-of-pocket expenditure (OOP) on health is at 68.5 percent, the second-highest globally, with steady growth from 62 percent in 2012. The WHO recommends a 5 percent GDP allocation for healthcare, while Bangladesh allocates only around 1 percent. Despite rising budgetary allocations, inefficiencies in spending and implementation persist, leading to poor healthcare access and catastrophic OOP spending. Financial hardship remains high due to uncontrolled medicine prices and lack of service quality in existing healthcare facilities. There’s potential to improve healthcare with better fund utilization and performance-driven initiatives.
