Bangladesh Chemical Industries Corporation (BCIC) is going to face a potential loss of Tk 7,000 per tonne of urea fertilizer if the gas price per cubic meter increases from Tk 4.45 to Tk 16. The BCIC sells fertilizer to dealers at government-fixed rates, significantly below production costs. Between FY 2016-17 and FY 2021-22, BCIC incurred a trade gap of Tk 25.27 billion due to these subsidized rates. BCIC operates four fertilizer factories, utilizing 44,080 mmcf of gas in FY 2020-21 and 26,474 mmcf in FY 2022-23.
The Energy Division has asked BCIC to pay Tk 12.11 billion in gas price dues, while the Ministry of Industries stated that BCIC cannot repay until the Finance Division provides Tk 25.27 billion to cover the trade gap. Fertilizer factories under BCIC are in dire financial straits and cannot access government subsidies. These challenges in the fertilizer industry impact the country’s ability to meet local demand, necessitating substantial yearly imports and fertilizer subsidies.
