BIWTA’s 35-Ship Procurement Incurs Additional Tk 5.19B Due to Overruns

Industry: Logistics & Shipping, Shipping

The procurement of 35 ships and associated works by the Bangladesh Inland Water Transport Authority (BIWTA) has incurred significant cost and time overruns. Originally budgeted at Tk 13.19 billion for completion in four years, the project has now escalated to Tk 18.37 billion due to delays and faulty cost estimates. The BIWTA has requested a 39% increase in funds and a deadline extension to December 2025, after failing previous timelines set for June 2022 and subsequent revisions to June 2023 and December 2024. Issues such as inadequate feasibility studies, incorrect ship cost estimates, design changes, and currency fluctuations have contributed to the delays and increased expenses. Despite completion of most project components, the prolonged procurement process has hindered service delivery from the 35 commercial ships intended to enhance BIWTA’s passenger and commercial fleets.
