The Bangladesh Securities and Exchange Commission (BSEC) has introduced draft rules aimed at safeguarding the interests of clients of brokerage houses. The regulations include provisions for appointing a representative of clients as a director on every brokerage firm’s board and requiring BSEC approval for the appointment or termination of Chief Executive Officers (CEOs) at brokerage houses.
The BSEC’s draft also outlines minimum paid-up capital requirements, guidelines for client account management, and rules regarding the appointment and termination of officers and authorized representatives for stock brokers and dealers. These measures come in response to past instances of misappropriation of client funds by brokerage firms, leading to license cancellations.
Critics argue that the rules are unrealistic and may negatively impact brokerage firms, particularly if enforced. The regulations will be subject to public feedback and will be published in the gazette once approved.
