The Bangladesh Telecommunication Regulatory Commission (BTRC) has shifted to an open tender process for the National Equipment Identity Register (NEIR) system maintenance, reversing its earlier direct purchase decision after stakeholder objections. The NEIR system aims to block unauthorized and stolen mobile devices using IMEI tracking, tackling the growing grey market. Illegal handset imports cost the government Tk 2,000 crore annually, prompting urgency in system implementation. Initially, Synesis IT Ltd was awarded the contract for Tk 5.67 crore, but industry groups opposed the move, citing procurement law violations and competition risks. BTRC now acknowledges that millions of handsets could be affected due to technical issues like multiple devices sharing a single IMEI number. The regulator assures that while the system will effectively curb unauthorized handsets, it will be implemented carefully to avoid disruptions for existing users.
