The BTRC’s draft Telecommunication Network & Licensing Regime Reform Policy 2025 aims to streamline Bangladesh’s telecom licensing by consolidating over 20 licence types into three main categories: National Infrastructure & Connectivity Service Provider (NICSP), International Connectivity Service Provider (ICSP), and Access Network Service Provider (ANSP). The TCB plans to eliminate minor intermediaries to reduce compliance costs and enhance efficiency. By 2027, outdated licences like IGW, ICX, and NIX will be phased out. ANSPs will handle last-mile delivery, offering bundled services and managing shared infrastructure, while ICSPs will control international connectivity, including submarine cables and IP transit. The policy introduces lighter regulation for small-scale operators and deregulates services like call centres and vehicle tracking. It proposes a three-stage migration ending in 2027, encouraging mergers and foreign investment. However, experts warn of contradictions in service definitions and foreign ownership limits, raising concerns over regulatory ambiguity, service overlap, and inconsistent policy application.
