Bangladesh’s digital future is in jeopardy as the Bangladesh Telecommunication Regulatory Commission (BTRC) faces increasing bureaucratic control. Initially established as an independent regulator in 2001, BTRC’s autonomy was eroded by the 2010 amendment, which mandated ministerial approval for key decisions. The proposed 2024 Telecommunication Act threatens to further reduce the commission’s powers, making it subordinate to the telecom ministry and limiting its regulatory capacity. This change risks stalling the nation’s digital transformation and deterring foreign investment, as BTRC’s effectiveness would be hampered by political oversight and outdated policies like the ILDTS. To secure Bangladesh’s aspirations of becoming a global telecom leader, the BTRC needs regulatory freedom with appropriate accountability measures, rather than increased bureaucratic control.
