Small garment factories in Chattogram are facing significant financial losses due to a rise in export fraud, with at least 23 factories affected over the past five years. The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) reports that foreign buyers are colluding with freight forwarders and shipping lines to release goods without payment, causing severe financial damage. One such case involves a factory that lost nearly $400,000 when its shipment was released in New York with fake documents. The fraud involves goods being unloaded without proper bank documents, a practice deemed illegal. The BGMEA accuses foreign buyers and logistics companies of orchestrating these scams, while freight forwarders deny responsibility, asserting they do not permit goods to be unloaded without payment. Additionally, some local business leaders blame shipping lines for ongoing misappropriations, calling for stricter regulation under the foreign currency act.
