Garment Exporters Grapple with 15% VAT Confusion

Confusion over a tax provision has subjected readymade garment exporters to a 15% VAT on services during imports and exports at Chittagong Port for over three months of 2023. This tax, levied on service charges like container storage rent, unstuffing charges, and river dues, results in an additional expenditure of over Tk1,000 per TEU container.

Although the National Board of Revenue (NBR) granted a 100% VAT exemption on port services for fully export-oriented industries in 2019 and 2021, the Finance Act of 2022 withdrew the “zero” rate of VAT on services related to international transport. Since September 27, 2023, Chittagong

Port authorities have been collecting 15% VAT, causing garment factory owners to argue against the irrationality of the tax. BGMEA Vice President emphasized the need to maintain the VAT exemption to sustain the garment export business’s viability. The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) seeks clarification from the NBR to address the confusion.
