Government Struggles with Budget Implementation

Bangladesh’s government is expected to fall short of fully implementing its national budget for the 14th consecutive year due to over-optimism and a lack of capacity in public agencies. The inability to utilize allocated funds hampers the country’s progress and potential benefits. In the ongoing fiscal year, the government has revised its expenditure plan to Tk 6.60 lakh crore, representing 97% of the initial target. The primary reasons for implementation failure include incompetence, a lack of accountability among public officials, and unrealistic expenditure plans driven by political considerations. This results in an uneven allocation of funds, prioritizing hard infrastructure over crucial sectors like education, health, and social protection. To address these issues, experts emphasize the need for accountability, improved implementation capacity, and prioritizing development expenditure. Proper execution of fiscal measures can stimulate economic activities, attract investment, generate employment, and enhance overall quality of life for the nation.
