The implementation of Bangladesh’s annual development program (ADP) for the current fiscal 2023-24 year has hit a nine-year low, with only 7.5% executed during the July-September period. This slow start is a recurring trend, with budget execution often gaining momentum later in the fiscal year, compromising work quality and fund spending integrity. The current fiscal year is further complicated as it’s an election year, with the power transition occurring midway through the year, dividing the budget implementation jurisdiction between two governments.
Key ministries and divisions, including Shipping, Science and Technology, Health, and Roads and Highways, have contributed to the poor performance. The government spent Tk 206.09 billion during Q1, representing 7.5% of the total Tk 2.74 trillion ADP for the year. This execution rate is the lowest in nine years, according to the Implementation Monitoring and Evaluation Division (IMED). To address the slowdown, the Planning Commission is engaging with ministries and divisions to streamline ADP execution.
