The interim government will abolish the rule canceling tenders with bids exceeding 10% of the estimated price to combat corruption, dismantle syndicates, and promote fair competition in public procurement. This decision, announced during a meeting chaired by Planning Adviser Wahiduddin Mahmud, aligns with World Bank conditions for budget support and aims to encourage new bidders. The 10% provision was criticized for fostering collusion, with officials leaking estimates to favored contractors. Transparency International Bangladesh hailed its removal but stressed the need for further reforms, including full digitalization of the e-GP system. The Bangladesh Public Procurement Authority (BPPA) is amending procurement laws and forming a technical group to address issues like abnormally low bids, ensuring fairness and accountability.
