The Matarbari Port Development Project, led by the Roads and Highways Department (RHD) and funded by JICA and the Bangladeshi government, is facing significant delays due to prolonged approval processes by JICA. A key issue is the re-tendering of package CW-3a, stalled since May 2023 due to JICA’s non-approval, following high price quotations from bidders. Packages CW-3b and CW-3c faced similar issues but received JICA approval in August 2023 after extended negotiations. Officials warn that delays in approvals are hindering construction of crucial access roads and bridges, slowing overall implementation and increasing costs. The Shipping Ministry has urged expedited action, emphasizing the port’s necessity to reduce trade costs by enabling direct use of mother vessels over feeder vessels.
