Merchant Power Policy Topples Protected IPP Era

The new Merchant Power Plant Policy (MPPP) allows business-to-business electricity trade, replacing the indemnified Independent Power Producers (IPPs) law. Power adviser Muhammad Fouzul Kabir Khan announced that power producers must find their own customers, with the government purchasing only 10-20% of power and providing transmission facilities for rent. Speaking at a seminar, Khan highlighted the need for renewable energy development and criticized current lending practices. He emphasized the government’s plans to support renewable projects with infrastructure and policy changes. The new policy aims to increase renewable energy production to 20% by providing land and grid connections. Contracts will follow the Public Procurement Rule (PPR) to ensure competition. The seminar also discussed the challenges of financing renewable energy and the need for comprehensive mechanisms to mobilize funds.
