With an 11 percent average growth rate in tax collection over the last five years, the National Board of Revenue (NBR) has recently set an ambitious target of Tk 480,000 crore. This target seems overly optimistic given that NBR has not met its targets for the past 12 years.Â
For FY24, the initial target was Tk 430,000 crore but was later reduced by Tk 20,000 crore but was still unattained. Despite this, NBR reported a 15 percent increase in collections, which is 5 percent higher than the previous FY23. The Executive Director of the Policy Research Institute stated that the new target, which is 17 percent higher than last year’s collections and 11 percent above the previous target, is unattainable. He attributed this to an unsuitable tax framework and corruption within NBR, suggesting that reforms are needed to meet the target.
