Bangladesh Bank issues new guidelines for export incentives on garments produced under the cut-make-trim (CMT) process. Under CMT, foreign buyers supply raw materials, and local exporters perform the tailoring work. The previous guidelines required a 20% local value addition for exporters to be eligible for incentives. The new method requires the inclusion of the value of raw materials sent by importers and the cost of newly added raw materials and tailoring in the export price calculation. Shipping charges, foreign currency payment commission, and insurance are excluded from the calculation. If the local value addition equals or exceeds 20% of the total export value, exporters can apply for incentives. The clarification aims to address ambiguity and facilitate exporters’ access to incentives.
