Over half of eligible professionals in Bangladesh evade taxes, leading to significant revenue shortages. Despite 10 million individuals having Taxpayer Identification Numbers (TINs), only 4.6 million submit tax returns. The National Board of Revenue (NBR) identified numerous professionals, including lawmakers, doctors, and lawyers, who should be paying taxes. An estimate based on the Bangladesh Bureau of Statistics (BBS) shows many sectors, including agriculture, garment, and construction, have eligible taxpayers. The number of tax returns has doubled from 2.1 million in June 2020 to 4.6 million by April 2024, and the NBR aims for 6 million returns soon. The Finance Bill 2024, set to be approved, will maintain the highest individual tax rate at 25% for FY 2024-25, with a potential increase to 30% in FY 2025-26. Tax return submission proof will be mandatory for availing 45 services, and tax-return preparers (TRPs) will help bring more taxpayers into the net.
