Policy analysts and experts emphasize the importance of addressing the gaps between climate financing and actual requirements in Bangladesh. Suggestions include recruiting skilled manpower, clarifying climate expenditures, and engaging a broader range of stakeholders. The utilization of the climate budget under the “Strengthening institutional capacity for climate risk management” criterion declined to 75.71% in FY22 from 90.71% in FY21.
The budget allocation of Tk6,897.85 crore in FY24 for climate-vulnerable individuals represents only 6.07% of the total allocation in the Social Safety Net Programme. Disbursed climate funds in Bangladesh are lower compared to other Climate Vulnerability Forum countries in Asia and the Pacific due to a lack of bankable projects. The experts emphasize the need for capacity development, mobilization of resources for the climate change trust fund, and increased clarity in project tagging.
