The government aims to double rice productivity by 2030 to ensure food security, but production growth has fallen below the annual population growth rate of 1.33%. Rice production growth was less than 1% in the last three years, hindered by declining arable land and a lack of new manpower. In FY 2020-21, rice production was 3.86 crore tonnes, unchanged from the previous year, and only slightly increased to 3.90 crore tonnes in FY 2022-23. Structural changes in agriculture, rising production costs, and slow mechanization due to the high dollar exchange rate have contributed to this issue. Experts suggest increasing mechanization, providing subsidies, and developing improved seeds. Currently, mechanization is limited, with only 14% of paddy harvesting and 2% of planting mechanized. Achieving the 2030 target will require significant policy adjustments and support.
