As of January 2025, 69% ($354 million) of ADB-financed loans for agriculture, food, nature, and rural development in Bangladesh remained undisbursed, the highest among sectors. Overall, 41% ($4.84 billion) of ADB’s total $11.79 billion portfolio remained undisbursed, while 19% ($2.35 billion) was uncontracted. Other undisbursed balances included energy (52%, $1.14 billion), human and social development (35%, $868 million), transport (34%, $921 million), and water and urban development (46%, $1.11 billion). Project delays, caused by political instability, bureaucratic inefficiencies, and capacity constraints, led to financial inefficiencies and cost escalations. The Greater Dhaka Sustainable Urban Transport Project’s cost rose 94% to $494.39 million, while the Power System Efficiency Improvement Project faced a 14-year implementation period. ADB’s commitment charges reached $30.89 million, including $3.58 million in 2024. Only 22% of total loans were disbursed, with infrastructure sectors receiving just 14.6% in the first four years, highlighting systemic inefficiencies in project execution.
