A recent study by the National Board of Revenue (NBR) revealed that VAT exemptions and reduced rates in Bangladesh led to revenue losses amounting to Tk 1.29 trillion in 2022, equivalent to 3.26% of GDP. The food and beverage sector benefited the most, followed by clothing, housing, fuel, lighting, and medical expenses. The report emphasized concerns over declining VAT revenue as a percentage of GDP and recommended policy revisions. It called for streamlining exemptions, removing ineffective sectors, redefining eligibility criteria, and improving VAT refund processes. The study highlighted the need for regular assessments and transparency in VAT policies to enhance fiscal efficiency and decision-making.
