The World Bank’s “Bangladesh Development Update” report highlights significant VAT policy flaws leading to a staggering Tk 1000 billion shortfall in revenue collection, exacerbated by compliance issues. In FY19, the VAT gap amounted to over Tk2 lakh crore, with policy choices accountable for Tk1.30 lakh crore of this gap. The report underscores the necessity to rectify these shortcomings to enhance domestic resource mobilization, particularly emphasizing the manufacturing and agriculture sectors. Manufacturing and agriculture sectors were identified as major contributors to the policy gap, highlighting the need for targeted reforms. Despite efforts to protect the poor through exemptions and reduced rates, their efficacy remains uncertain. Bangladesh’s compliance gap, compared to other countries, is notably substantial, with only about one-third of tax identification holders paying income taxes.
