The government’s unused foreign loans rose to $48.44 billion in November 2023, indicating challenges in utilizing available funds for projects. Despite a slow disbursement in the first five months of fiscal 2023–24, the government set a higher foreign loan disbursement target of $11.78 billion.
In FY23, $9.27 billion in foreign loans was disbursed. The flow of foreign loans increased, but ministries’ and divisions’ utilization capacity hasn’t improved. The loan commitment pipeline has grown by $48.11 billion in the five years to FY23, influenced by funds from development partners addressing pandemic-related crises. The government aims to maximize project assistance utilization and has increased the debt servicing repayment target by 26% to $3.37 billion in FY24. While external debt distress risks remain low, challenges include additional investment demands, global economic slowdown, and rising foreign debt risks from state-owned enterprises and autonomous bodies.
